Power was placed in the hands of a council that had ten members at any given time. The president or leader of the council changed every month and there were ten months in the Hellenic calendar. Only male citizens over the age of 18 that were not slaves could be a member of the council. Not all of the power rested on the council because they arranged a assembly of all of the males in Athens not including the slaves to vote and speak about their opinions. This change in power evolved from monarchy to noble landowners that defended the king for sometime and then gain their power for themselves then slowly people with less money and land were accepted into the emerging government.
